I founded Evolution Advisory Group on the belief that organizations perform at their best when people, culture, and strategy are aligned. While every organization has unique challenges, the most successful ones share a common characteristic: they create clarity, build capability, and foster environments where people can contribute meaningfully to a shared mission.
Throughout my career, I have served in leadership, human resources, organizational development, and consulting roles across military, federal, and corporate environments. These experiences provided a front-row seat to both high-performing organizations and those struggling to achieve their goals. Over time, a consistent pattern emerged: organizations rarely struggle because of strategy alone. More often, challenges stem from misaligned priorities, unclear structures, ineffective leadership practices, cultural barriers, or people systems that have not evolved alongside the organization.
That insight led me to build Evolution Advisory Group.
My work focuses on helping organizations align people, culture, and strategy to achieve their mission. Through organizational assessment, stakeholder collaboration, leadership development, workforce strategy, and change management, I help leaders identify barriers to performance, build alignment, and implement practical solutions that create lasting impact.
I believe meaningful organizational change does not happen through mandates or initiatives alone. It happens when leaders and stakeholders develop a shared understanding of the challenges they face, commit to a common direction, and build the capability needed to move forward together.

Latecia Rodriguez is a People & Culture leader, leadership development facilitator, and organizational advisor with over 20 years of experience strengthening leadership capability, designing people strategies, and improving organizational effectiveness in complex, high-growth environments.
She began her career with more than two decades of distinguished service in the United States Marine Corps, where she developed as a leader across progressively senior roles including electrician, communications technician, recruiter, instructor, program manager, and Human Resources Director. In her senior roles, she served as a trusted advisor to executive leadership, providing workforce strategy, organizational design guidance, and enterprise-level insights supporting large-scale, mission-critical operations.
She led full-cycle people operations, strengthened leadership accountability, and drove culture and performance initiatives that improved retention, engagement, and operational effectiveness.
Following her military career, Latecia transitioned into leadership development and organizational consulting, continuing her focus on leadership, culture, and workforce performance. As a Senior Consultant supporting the Veterans Health Administration, she partnered with senior federal leaders across multiple offices to lead workforce transformation initiatives, executive-level diagnostics, and leadership enablement programs impacting more than 1,100 employees.
She has since served as a leadership development manager and global HR and organizational development leader, advising executives during periods of rapid growth and multi-entity expansion. Her work includes designing and implementing leadership enablement systems, performance frameworks, HR operating models, and data-informed employee experience strategies to support scalability, accountability, and sustained performance.
Through Evolution Advisory Group, Latecia partners with organizations to strengthen leadership capability, align people strategy with business goals, and build cultures that support both performance and employee fulfillment. Her work integrates organizational development, change leadership, and human-centered design to help leaders navigate complexity and drive meaningful outcomes.
Latecia holds a Bachelor of Science in Management/Human Resources, an MBA, and a Master of Science in Organizational Leadership, and is currently pursuing a Doctor of Education in Organizational Leadership. She is also a certified PMP, Prosci Change Practitioner, and Human-Centered Design practitioner.
Her career reflects a commitment to leadership excellence, continuous learning, and helping individuals and organizations grow with clarity, intention, and impact.

Her work has included organizational assessments, workforce strategy, organizational design, leadership development, employee experience initiatives, and HR transformation efforts supporting growth, scalability, and long-term success.
As Founder and Principal Consultant of Evolution Advisory Group, Latecia helps organizations identify barriers to performance, align stakeholders around shared priorities, and implement practical solutions that create meaningful and sustainable results.
